You may be eligible for Smart and Skilled funding if you:

  • Are aged 15 years or older
  • Have left school
  • Live or work in new south wales
  • Are an Australian citizen, permanent resident, humanitarian visa holder or New Zealand citizen


The Unique Student Identifier or USI is a reference number made up of 10 numbers and letters that:

  • Creates a secure online record of your recognised training and qualifications gained in Australia, even from different training organisations
  • Will give you access to your training records and transcripts
  • Can be accessed online, anytime and anywhere
  • Is free and easy to create and
  • Stays with you for life

If you are a new or continuing student undertaking nationally recognised training, you need a USI in order to receive your qualification or statement of attainment. If you don’t have a USI you will not receive your qualification or statement of attainment.

If you are an international student studying offshore and do not intend on coming to Australia to do your study you do not need a USI. However, if you are an Australian expat or resident and have an Australian ID, you need a USI even if you do the VET course while outside Australia.

If you are an International student who will be studying in Australia you will require a USI. You will only be able to create a USI using once you have arrived in Australia.

A USI is required before ASTA can notify the Department of your enrolment into funded training.

Notification of Enrolment

  • Student to provide consent to ASTA providing their information to the Department
  • ASTA will validate eligibility, input any Credit Transfers or RPL units, and generate fees chargeable, including the applicable subsidy and loadings
  • ASTA will provide the student with a copy of the ‘Notification of Enrolment’ report which confirms the details entered and the fees and subsidies.
  • ASTA must confirm that the student has accepted a declaration confirming:
    • The information is true, accurate, complete and not misleading
    • Student is aware of any subcontracting arrangements (none)
    • Student has been given details of the fees chargeable and the student information

Successful completion of the Notification of Enrolment Process will result in the issue of a Commitment ID.

The following details are required when enrolling into a funded training program:

  • Name
  • Address
  • Gender
  • Date of birth
  • USI
  • Is the student living in NSW social housing; or are they or their household on the NSW Housing Register?
  • Is the student being enrolled under a Waiver?
  • Is the student still at school?
  • Student’s residency status
  • Has the student achieved any qualifications since turning 17? (at school or post school)
  • Is the student registered or intending to be registered in an apprenticeship or traineeship for this qualification in NSW (registered or intending on registering)
  • Is the student an Aboriginal or Torres Strait Islander?
  • Has the student undertaken any other Smart and Skilled qualification this calendar year?
  • Disability status of the student (disability or dependent child or spouse of a person in receipt of a disability support pension)
  • Planned start date
  • Delivery mode of training (also if any RPL or Credit Transfer units)
  • Where the training is/will be located
  • Is the student an Employment Service Provider client?
  • Appropriate evidence of long term unemployed status (minimum 52 consecutive weeks)
